Zelensky stated the guarantees form a key element of a 20-point peace plan largely agreed upon by U.S. and Ukrainian negotiators. He pushed for extensions up to 50 years to better deter future Russian aggression, noting Trump indicated openness to longer terms. The plan requires approval from the U.S. Congress and other involved parliaments, with details including monitoring mechanisms and partner presence—though specifics remain undisclosed.

Both leaders expressed optimism following the Florida talks. Trump described the nations as “closer than ever before” to a settlement and held positive calls with Russian President Vladimir Putin before and after the meeting. Zelensky reported the overall plan about 90% complete, with security aspects nearly finalized.

Significant hurdles persist, particularly territorial disputes in the Donbas region and control of the Zaporizhzhia nuclear power plant. Russia opposes NATO troop deployments in Ukraine and insists on full settlement before any ceasefire. Kremlin officials acknowledged progress but reiterated demands, including Ukrainian withdrawal from remaining Donbas areas.

The guarantees aim to provide Ukraine with protections similar to NATO’s Article 5 mutual defense clause, involving coordinated responses to potential violations. European allies plan discussions in Paris next month to align on joint commitments. Zelensky emphasized that without robust security assurances, lasting peace remains unlikely.

Trump’s administration drives the negotiations, building on prior proposals while incorporating Ukrainian input. The framework includes provisions for a referendum in Ukraine on any final agreement, potentially requiring a 60-day ceasefire for implementation.

This development marks a step toward resolving Europe’s deadliest conflict since World War II, though analysts caution that entrenched positions on territory and enforcement could prolong talks or derail them entirely. Russia continues battlefield advances, adding pressure for swift resolution.
