The Daily Signal first reported in September that the House Oversight and Accountability Committee opened an investigation into the potential politicization of the population count and miscounts in 14 states.

The December Oversight hearing will review the Census Bureau’s 2020 Post-Enumeration Survey, or PES. The hearing will also look at the bureau’s preparations for the 2030 Census.

“The Census Bureau’s review of the 2020 Census revealed substantial miscounts and discrepancies tending to benefit Democrat-run states,” House Oversight Chairman James Comer, R-Ky., said in a statement to The Daily Signal. “Congress has a responsibility to conduct oversight of these massive errors to ensure they are not repeated in the 2030 census.”

U.S. Census Bureau Director Robert Santos, an appointee of President Joe Biden, is set to testify at the hearing.

“Additionally, current integrity issues with the Census must be addressed,” Comer said.

He continued:

The Biden-Harris administration facilitated the worst border crisis in American history, allowing millions of illegal aliens to enter and reside in our country unlawfully. To ensure only U.S. citizens are counted for the apportionment of congressional seats and Electoral College votes, Congress must pass the Equal Representation Act to add a straightforward citizenship question to the Census. We look forward to hearing Director Santos’ testimony and ensuring the Census Bureau takes the necessary steps to deliver a fair and accurate 2030 census.

The 2020 Post-Enumeration Survey found statistically significant miscounts in the 2020 Census in 14 states.

The Biden administration’s Census Bureau revealed in May 2022 that it undercounted the Republican-leaning states of Arkansas by 5%, Florida by 3.4%, Mississippi by 4.11%, Tennessee by 4.78%, and Texas by 1.92%. The Census Bureau undercounted one Democratic-leaning state, Illinois, by 1.97%.

The Census Bureau overcounted Biden’s home state of Delaware by 5.45% as well as other Democratic-leaning states: Hawaii by 6.79%, Massachusetts by 2.24%, Minnesota by 3.84%, New York by 3.44%, and Rhode Island by 5%. It also overcounted two Republican-leaning states, Ohio by 1.49% and Utah by 2.59%.

“Impeachment is still on the table,” Comer said shortly after his remarks Tuesday at a government weaponization symposium at The Heritage Foundation, parent organization of The Daily Signal.

Congressional Republicans and other observers have been particularly concerned, because presidential son Hunter Biden and other members of the Biden family have struck lucrative business deals in foreign nations such as China, Russia, and Ukraine.

But as a House impeachment of Biden seems less likely because of the razor-thin Republican majority, Comer said he is considering making criminal referrals to the Justice Department—and that Biden’s own law enforcement agency could be forced to take the referrals seriously.

“The main goal for me is to provide accountability, because they have done wrong,” Comer said in a brief interview with The Daily Signal about the Biden family’s influence-peddling scandal. “I think there will be accountability.”

“Because of our investigation, were it not for our investigation,” the Kentucky Republican added, “Hunter Biden would have gotten blanket immunity several months ago.”

Last year, the president’s son reached a plea agreement with the Justice Department. However, after a federal judge scrutinized the deal, it fell apart. Two federal grand juries later indicted the younger Biden on a gun charge and unrelated tax charges.

“We provided an infrastructure to ensure there is a chance of getting accountability in the Justice Department now, in the Merrick Garland Justice Department,” Comer said, referring to the attorney general appointed by Biden.

“With respect to the other crimes, I think there is going to be [accountability]–because of our investigation—an opportunity to have real accountability for the Bidens and the crimes that they’ve committed.”

During his remarks at the Weaponization of the U.S. Government Symposium held by Heritage’s Oversight Project, Comer also stressed that accountability is the next step but didn’t mention the House’s impeachment inquiry.

“Right now, we are going to try to figure out the best way to hold this family accountable,” Comer said at the symposium. “We’ve proven they were influence peddling. We’ve proven [the] many financial crimes they’ve committed. This was never an investigation of Hunter Biden. This was always an investigation of Joe Biden.”

Comer noted that three Biden family business associates—Tony Bobulinski, Jason Galanis, and Devon Archer—have said the business enterprises revolved around Joe Biden.

“What we’ve proven, three Biden associates testified under oath that Joe Biden was the central figure in the influence-peddling scheme,” he said.

Another goal of his oversight committee will be to pass legislation to discourage influence peddling by officeholders, the Kentucky Republican said. He compared Biden to Sen. Bob Menendez, D-N.J., who was recently indicted on corruption charges.

“I don’t think the American people approve of that. I don’t think they approve of our president or vice president being for sale,” Comer said. “We are going to try to figure out the best path forward. Then we are going to focus on, from my committee, how to pass legislation to keep the Bidens and the Menendezes from doing this again—because the law is pretty murky.”

Moreover, the House probe into the Biden family’s activities has expanded to include the actions of government agencies.

“What we’ve found in the Biden investigations is there were numerous government agencies that were investigating the Bidens—the Securities and Exchange Commission, FBI, the Department of Justice in several different jurisdictions, the IRS,” Comer said.

“Each time they were told to stand down. So in addition to the financial crimes that we’ve discovered, we found a massive government coverup in many different agencies.’

President Biden received the payments starting in September 2018, according to the records, which were obtained and released by the U.S. House of Representatives Oversight Committee.

The records show former Vice President Biden signing to receive $1,380 on a monthly basis from Owasco PC, one of Hunter Biden’s businesses.

“Payments from Hunter’s business entity to Joe Biden are now part of a pattern revealing Joe Biden knew about, participated in, and benefited from his family’s influence peddling schemes,” Rep. James Comer (R-Ky.), chairman of the committee, said in a video statement.

The White House and a lawyer for Mr. Biden did not immediately respond to requests for comment.

The records were obtained as part of the House probe into President Biden and his family, which centers on business transactions made while he was vice president and in the time between when he left the government and assumed the presidency.

The House Oversight Committee, which Comer chairs, announced Monday who would serve as witnesses for Thursday’s impeachment inquiry hearing. “First of all we want to explain exactly what an impeachment inquiry is and secondly we want to go over all the evidence that we’ve accumulated thus far,” Comer told Fox Business host Larry Kudlow.

“Remember, Larry, our friends in the mainstream media are trying to create a false narrative there is no evidence of wrongdoing by Joe Biden and that’s simply not the case,” Comer continued.  “In the beginning they were saying there was no evidence of wrongdoing by anybody, but I think that ship’s sailed and the media’s accepted the president’s son committed many crimes, many serious crimes, but this investigation isn’t about the president’s son. This is about Joe Biden and that is what we hope to get across to the American people on Thursday.”

“Not only are we investigating the crime we’re investigating the cover-up and with respect to what the IRS whistleblowers, the two initial ones that testified, I believe them,” Comer added later. “Their stories never changed, but Weiss’s story changed many times about Merrick Garland’s level of involvement. Now we have two more IRS whistleblowers have come forward to, to verify what the initial two whistleblowers testified, and tomorrow the Ways and Means Committee will release more evidence that the whistleblowers dropped off to the Ways and Means Committee. We’ll talk about that in our hearing on Friday. There certainly has been a cover-up. It is not just David Weiss, with his investigation of the Biden family. It is with the National Archives, it is with the FBI. We found the 1023 form that alleged Joe Biden took a bribe.”

Republican Sen. Charles Grassley released the FD-1023 form containing allegations that the Bidens received millions of dollars in bribes obtained from a whistleblower on July 20. The FD-1023 form, which recounted what a “confidential human source”(CHS) told the Federal Bureau of Investigation (FBI) in June 2020, says that a top Burisma executive felt he was “pushed to pay” the Bidens.

“We have some interesting transactions that will be coming public soon hopefully very soon, but at the end of the day we already have mountains of evidence and the thing that the media is going to regret is all the reporting and all of the fake narratives that they have tried to create that there is no evidence,” Comer said. “There is overwhelming evidence, there is overwhelming evidence and we’ll continue to get more evidence despite the fact we’re being obstructed by the Department of Justice, by Hunter Biden and Joe Biden’s very expensive legal team. What I’ve said all along, this is like tracking a bleeding bear through a snowstorm. They left evidence everywhere along the way and we’re just trying to put it together to present it to the American people.”

The White House did not immediately respond to a request for comment from the Daily Caller News Foundation.

In a Twitter post, the panel announced that Wray had told them the document was real and offered to let them review it, but has failed to produce the document for the Oversight Committee as a whole.

If true, the acknowledgment is the latest in an escalating showdown between House Oversight Chairman James Comer (R-Ky.) and Wray over the document.

In a May 3 letter, Comer and Sen. Chuck Grassley (R-Iowa) revealed that they received “highly credible unclassified whistleblower disclosures” that the FBI possessed an unclassified record that “describes an alleged criminal scheme involving then-Vice President Joe Biden and a foreign national relating to the exchange of money for policy decisions.”

Comer gave Wray a May 30 deadline to produce the document or face charges for contempt of Congress—a deadline Wray missed. The threat got a boost after it won the support of Speaker of the House Kevin McCarthy (R-Calif.), who agreed to hold Wray in contempt if the deadline wasn’t met.

On May 31, Wray met with Comer and others, when he allegedly revealed the truth of the document’s existence.

But he’s failed to turn it over to the panel, prompting Republicans to again warn that they’ll move forward with contempt charges.

“If the FBI fails to hand over the FD-1023 form as required by the subpoena, [Comer] will begin contempt of Congress proceedings,” the Oversight panel wrote on Twitter.

After the announcement, the White House criticized Comer’s investigation into the matter, calling it a “silly charade” and “yet another reminder that his so-called ‘investigations’ are political stunts not meant to get information but to spread thin innuendo and falsehoods to attack the president.

“He has already admitted this isn’t about uncovering facts but about trying to hurt the president’s poll numbers, so the only question left is how long he will waste time, energy, and taxpayer dollars to support a fact-free, politically motivated goose chase simply to get media attention and the Fox News spotlight.”

This is a reference to an earlier comment Comer made, saying, “Look at that polling,” in regard to the public opinion outcome of his investigations into the president’s business dealings.

FBI Reply

Wray’s agency, already facing allegations of weaponization, was accused by several Republicans of withholding the document in order to protect Biden.

In an emailed response to The Epoch Times, the FBI said that it “remains committed to cooperating with the Committee in good faith,” saying that it has made an “extraordinary accommodation” to meet Comer’s request while complying with confidentiality and national security requirements.

“In a letter to Chairman Comer earlier today, the FBI committed to providing access to information responsive to the Committee’s subpoena in a format and setting that maintains confidentiality and protects important security interests and the integrity of FBI investigations,” a spokesperson said.

“Last week, Director Wray scheduled a telephone call for tomorrow to provide additional details of the FBI’s extraordinary accommodation to satisfy the subpoena request.”

The agency dismissed calls to hold Wray in contempt, saying, “Any discussion of escalation under these circumstances is unnecessary.”

The Bidens’ Business Dealings

Due to the FBI’s reluctance to hand over the document, it remains unclear what the exact charges leveled against Biden are. But Republicans have long sought to learn more about possible ethical concerns in the Bidens’ business dealings.

In January 2023, days after Republicans retook control of the House, Comer sent a request for information related to art sales made by Hunter Biden.

Just weeks before the 2020 election, the New York Post published a report documenting findings from Hunter Biden’s laptop, which had reportedly been forgotten at a computer repair shop.

Among other findings, emails on the laptop revealed that while he was still the vice president, Biden had been introduced to a top executive at the Ukrainian energy firm Burisma.

“Dear Hunter, thank you for inviting me to DC and giving me an opportunity to meet your father,” reads an April 17, 2015, email allegedly sent from Vadym Pozharskyi, a Burisma executive, to Hunter Biden.

In December 2015, Joe Biden candidly admitted to the Council on Foreign Relations in 2018 that he threatened to withhold a $1 billion loan guarantee from Ukraine if a prosecutor looking into Burisma was not removed from his post. This threat came about eight months after Pozharskyi allegedly met the elder Biden.

“I looked at them and said: I’m leaving in six hours. If the prosecutor is not fired, you’re not getting the money,” Biden said of the affair in 2018.

“Well, son of a [expletive],” Biden continued. “He got fired.”

If true, this would mean that Biden’s oft-repeated claim that he has had no role in his son’s business dealings is false.

‘Don’t Mention Joe Being Involved’

James Gilliar, one of Hunter Biden’s business partners, allegedly told fellow partner Tony Bobulinski in a May 20, 2017, email not to mention “Joe being involved.”

“Don’t mention Joe being involved, it’s only when u [sic] are face to face, I know u [sic] know that, but they are paranoid,” Gilliar told Bobulinski.

Bobulinski, who confirmed the authenticity of the emails in a later statement, replied at the time, “OK, they should be paranoid about things.”

Another email relayed from Gilliar to Hunter Biden, Bobulinski, and a fourth business partner on May 13, 2017, described the breakdown of each member’s shares in a Chinese business venture dubbed Sinohawk.

“’Sino’ for the Chinese side, ‘hawk’ for Hunter’s brother Beau’s favorite animal,” Bobulinski later explained.

Gilliar suggested each of the primary business partners would receive 20 percent. Another participant, called “Jim” by Gilliar, and likely referring to Biden’s brother, apparently was to receive 10 percent. Finally, the other 10 percent would be “held by H for the big guy.”

On Oct. 22, 2020, Bobulinski made a public statement confirming that “the big guy” was indeed a reference to Joe Biden.

The document alleged by whistleblower allegations could give a more solid basis to allegations of Biden’s business dealings if recovered.

After failing to produce subpoenaed documents, the FBI proceeded to have meetings with Comer and the Oversight Committee. During these meetings, they continued to refuse to deliver the necessary documents that many believe would implicate the current President of the United States in a series of influence peddling schemes.

So, we got another letter dropped late on a Friday in hopes that nobody notices.

Do you know who drops harshly worded letters making feckless demands late on a Friday afternoon? Unserious people who aren’t really trying to protect the American people. This is garbage.

And that’s exactly what GOP investigators in the U.S. Congress now are charging.

A new report from Republicans investigating vast cash payments to the Biden family over the years, released by Rep. James Comer, R-Ky., has the receipts: “The Biden family and associates’ activities in Romania bear clear indicia of a scheme to peddle influence from 2016 to 2017,” the report said. “While Vice President Biden lectured Romania on corruption and ethics, Hunter Biden received – through Biden associate Rob Walker – over a million dollars from a company controlled by a Romanian individual accused of corruption (Gabriel Popoviciu).”

The report continued, “That work appears separate from a Hunter Biden representative’s explanation that he referred Popoviciu to a law firm.”

The Daily Signal reported the evidence, revealed in a 36-page memo from the House Oversight and Accountability Committee, charged Joe Biden’s family collected more than $10 million from foreign entities – “mostly while he was vice president.”

The report was compiled from thousands of pages of bank records of the Biden family.

“Documents tell the story of how Biden family members and various business associates created more than 20 companies during Biden’s vice presidency. The first family also used business associates’ companies to receive the foreign money, bank records show, according to the memo,” said the report. (WATCH James Comer’s news conference below):

The GOP report said there were attempts to conceal “large transactions” by having “incremental payments” made over time to “different bank accounts.”

For example, the records document how “Chinese nationals and companies with close ties to Chinese intelligence and the Chinese Communist Party” tried to hide the transfer of funds by “layering in American limited liability companies,” the report said.

The memo reveals, “The Biden family and associates’ activities in coordination with Chinese nationals and their corporate entities appear to be an attempt to engage in financial deception. To be clear, multiple Biden family members received money from the Chinese after it passed through the Robinson Walker, LLC account. Additionally, Hunter Biden received money directly into his company’s account from a Chinese-controlled entity.”

The GOP memo charges, “The Bidens received millions of dollars from their Chinese partnership. When Ye was detained by the Chinese, Hunter Biden then attempted to distance himself from the relationship by claiming he had never been paid by CEFC. This was false.”

The memo referenced Ye Jianming and his company, CEFC, who was detained by the CCP in 2018.

According to a report in the Daily Mail, the “Second Records Memorandum” released Wednesday, “specifically outlines the Biden family’s ties to Romanian ‘influence peddling’ and a web of LLCs created while Biden was vice president. It also accuses President Biden for a ‘lack of transparency’ regarding his family’s receipt of funds from China, which he has said are ‘not true.’”

It charges the Bidens with creating 20 companies “affiliated with certain Biden family members” that accepted “funds from foreign companies ranging from $5,000 to $3 million.”

Large portions of those payments then were forwarded to Biden family members, the report said.

The Daily Mail confirmed, “Between 2015 and 2017, Robinson Walker, LLC received $3 million from Bladon Enterprises Limited – Popoviciu’s Cypriot company – which was then paid out to Biden family members in a total sum of over $1 million. The first payments were received by the LLC just weeks after then-Vice President Biden hosted Romanian President Klaus Iohannis to the White House and they discussed anti-corruption policies. Biden family accounts gained $1.038 million from Robinson Walker, LLC in a series of 17 deposits, 16 of which were made while Biden was still in the White House. The payments went to associate James Gilliar, Hunter Biden, Hallie Biden, Owasco LLC and an ‘unknown Biden bank account.’”

The investigators in March released a report “detailing a payment of $3 million in 2017 received by Biden family associate Rob Walker from a CEFC China Energy-linked firm State Energy HK Limited. About $1 million of that money was then passed from Walker to several Biden family members – including Hallie Biden – in more than 15 incremental payments.”

At the time, Republicans said, “It is unclear what services were provided to obtain this exorbitant amount of money.”

A White House official, Ian Sams, before the GOP’s report was released, claimed, “House Oversight Committee Chairman James Comer is loudly and proudly broadcasting a press conference today to continue his long pattern of making absurd claims that President Biden has made governing decisions not in the interest of America, but of the Chinese Communist Party, using baseless claims, personal attacks, and innuendo to try to score political points.”

Separately, the House has subpoenaed a document from the FBI that a whistleblower says confirms a scheme for Joe Biden to make decisions to the benefit of a “foreign national” making huge cash payments to the family.

The latest offering doesn’t seem to be any different, though I’ll reserve judgment until later this week. Congressman James Comer made some headline-grabbing statements on Sunday, saying that the Justice Department shouldn’t arrest Hunter Biden before Wednesday because of the bombshells the House Oversight Committee would be dropping then.

He has a press conference scheduled.

Lt. General (Retired) Michael Flynn wasn’t impressed by the “threat.” As he posted on Twitter:

Will James Comer announce impeachment proceedings on Wednesday or will he, as Lt. General Flynn and I fear, tell us what we already know? If it’s the latter, the GOP should just drop a press release and leave the theatrics at home.

Comer will ascend to chairman of the powerful House committee Jan. 3 with a range of investigations planned. Before he’s even able to get started, however, Senate Republicans who support the omnibus spending bill could strip Comer of important leverage—the power of the purse.

With 20 Republican senators already voting Tuesday on a procedural motion to advance the bill, Senate Majority Leader Chuck Schumer, D-N.Y., appears to have enough GOP support to get the bill done this week.

That hasn’t stopped Comer and other House Republicans from warning about the consequences.

“It’s imperative that we stop the massive omnibus so that Republicans can use our majority power next Congress to conduct oversight of the federal government, hold the Biden Administration accountable, and enact good government reforms,” Comer told The Daily Signal in a statement.

Withholding money from the Biden administration is one tool House Republicans can use to exercise effective oversight—particularly if federal agencies and government officials are uncooperative or not forthcoming with information in the new year.

“The primary method that Congress can use to hold federal agencies accountable is via appropriations,” said Paul Winfree, former budget policy director for President Donald Trump and a distinguished fellow at The Heritage Foundation. “They should not be appropriating until they’ve figured out just how to use their oversight powers.”

Passage of the omnibus spending bill would insulate the Biden administration from a spending fight for the next year. The bill making its way through the Senate funds the president’s agenda through Sept. 30, 2023.

Comer was first elected to Congress in 2016 and served as ranking member on the House Oversight and Reform Committee while Democrats had the majority. He’ll ascend to the top spot once the 118th Congress starts in less than two weeks.

He’s among a vocal group of House Republicans who are warning about implications of passing the massive spending bill during the current lame-duck Congress rather than waiting until next year when Republicans have control of the House.

“It’s no surprise that Democrats are racing to use their waning days of power to force through trillions of dollars in new spending and a host of bad policies that will weaken our country,” Comer told The Daily Signal. “Democrats’ unhinged, inflation-inducing spending binge over the last two years caused 40-year high inflation that’s harming the pocketbooks of Americans and has allowed rampant government waste.”

In addition to Comer, 13 House Republicans are promising to oppose and stymie the legislative priorities of any Republican senator who votes in favor of the omnibus spending bill this week. They have the support of likely incoming House Speaker Kevin McCarthy, R-Calif., as well.

Schumer already has the support of Senate Minority Leader Mitch McConnell, R-Ky., and Sen. Richard Shelby, R-Ala., vice chairman of the Senate Appropriations Committee. They were among the 20 Senate Republicans who voted to move forward on the bill Tuesday.

Earlier this year, House Republicans outlined an ambitious oversight agenda. It includes an investigation of Homeland Security Alejandro Mayorkas’ failures leading to the border crisis, the government’s collusion with Big Tech to censor speech, the origins of COVID-19, Hunter Biden’s corrupt business dealings, the disastrous withdrawal from Afghanistan, politicization of the FBI, the administration’s promotion of critical race theory, and many other topics.

By voting for the $1.7 trillion spending bill, Senate Republicans would strip their House counterparts of the leverage they need on all those investigations and more by giving President Joe Biden and Democrats exactly what they want—money to continue on, unaffected, for another year.

Rep. James Comer (R-Ky.), the GOP ranking member on the Committee, made the remarks in a Friday appearance on Fox News after Twitter’s new owner Elon Musk dropped part one of the so-called “Twitter Files,” an expose of the inner workings of Twitter’s censorship machine.

“Every employee at Twitter who was involved in suppressing the Hunter Biden laptop story will have an opportunity to come before Congress and explain their actions to the American people,” Comer told program host Sean Hannity.

Musk and independent journalist Matt Taibbi on Friday unveiled a series of internal Twitter communications that give insight into steps taken by staff at the social media platform around suppressing the New York Post’s Hunter Biden laptop story.

Republicans have long accused Twitter—and some media outlets—of suppressing the Hunter Biden laptop story, which included reporting that bolstered claims that the president lied when he said he had no involvement in his son’s overseas business dealings.

‘Marking This as Unsafe’

In order to suppress the Hunter Biden report, Twitter executives marked it as “unsafe,” limiting its spread and even blocking it from being directly shared via the platform’s direct message function, Taibbi said in comments on the disclosures. He noted that such extreme restrictions were reserved for content such as child pornography.

Messages between executives in Twitter’s communications and policy departments, shared by Taibbi in screenshots, show some confusion about the actions taken, with a communications executive writing: “I’m struggling to understand the policy basis for marking this as unsafe.”

The disclosures show that both Democrats and Republicans had access to Twitter’s censorship system and each side lodged various requests and complaints with the social media platform’s staff. But because of Twitter employees’ predominantly left-leaning political convictions, Democrats had more avenues to press their case, Taibbi said.

The Epoch Times has been unable to independently verify the content of the disclosures shared by Musk and detailed by Taibbi.

‘Just the Beginning’

Comer, in his interview on Fox News, said that the Twitter Files expose shows that the New York Post’s reporting on the Hunter Biden laptop is “being vindicated.”

“But this story is just the beginning,” Comer said, “because we’re going to have every single person at Twitter that was involved in this in front of the House Oversight Committee as soon as possible.”

The Epoch Times has reached out to Twitter with a request for comment on Comer’s remarks.

In his thread, Taibbi noted that there was “much more to come” and promised answers to questions around issues like “shadow-banning, boosting, follower counts, the fate of various individual accounts, and more.”

Musk said a second “episode” of the disclosures would be released on Saturday.
