Kremlin spokesperson Dmitry Peskov confirmed discussions on peace but declined to elaborate on specifics. Russia currently controls approximately 90% of Donbas, which includes Donetsk and Luhansk provinces, along with Crimea annexed in 2014 and significant portions of Zaporizhzhia and Kherson regions. Putin has repeatedly stated that any peace deal must recognize Russian claims over these areas, including full withdrawal of Ukrainian forces from remaining Donbas territories.

Ukrainian President Volodymyr Zelensky announced plans for direct talks with U.S. President Donald Trump on December 28 to address territorial disputes and security guarantees. Zelensky highlighted ongoing progress toward a framework but noted persistent challenges over Donbas and the Zaporizhzhia nuclear facility. U.S. involvement has intensified, with proposals suggesting economic zones or compromises, though Russia rejects any deal short of its core demands.

This development underscores Russia’s firm position on Donbas as a non-negotiable red line, rooted in Putin’s narrative of protecting ethnic Russians and reclaiming historical lands. Meanwhile, Ukrainian forces continue defensive operations, and Russian advances persist in eastern fronts. The signals from Putin come amid broader diplomatic efforts driven by the Trump administration to end the nearly four-year conflict.

Territorial concessions remain the primary obstacle, with Ukraine insisting on restoration of its 1991 borders and Russia viewing Donbas integration as irreversible. Analysts note that any swap would require mutual recognition of current holdings elsewhere, potentially freezing lines in southern regions. Ongoing military actions, including Russian strikes on infrastructure, complicate negotiations.
