Well, TECHNICALLY, GMO (genetically modified organism) applies equally to standard/natural hybridization (e.g. cross pollination) techniques as it does to manipulations of the genome itself.
Where BIOENGINEERED should only apply to manipulations at the gene level, and should not include natural methods of hybridization.
But it’s government regulations, so don’t expect it to make sense, just expect them to use it to cover truth behind words they redefine for their benefit.
